From Colonial Tool to a Nation-Building Instrument: The “Service de l’urbanisme” in Morocco
description Morocco’s postwar urban planning history is closely tied to the “Service de l’urbanisme” (SU), established in 1947 by the French Protectorate and initially led by the French architect and urban planner Michel Écochard. This paper shifts the focus from Écochard’s overlighted contributions to the SU as an institution, examining its role from its foundation during the Protectorate to its evolution through and beyond Écochard’s tenure and after Morocco’s independence, as a tool for empowerment and a testing ground for innovative housing projects and a first generation of local architects and experts. Drawing on unpublished local sources from Morocco and private collections (correspondence, textes juridiques, archival drawings), as well as interviews with key figures from the SU’s post-independence period, this paper analyzes correspondence, legislation, and archival drawings to shed light on major urban planning projects, housing initiatives, and official publications. These materials are critically examined in relation to the agency’s evolving role, from a colonial instrument of pacification to a tool of emancipation in the state’s nation-building project.

L’histoire de l’urbanisme marocain d’après-guerre est étroitement liée au Service de l’urbanisme (SU), créé en 1947 pendant le Protectorat et initialement dirigé par l’architecte et urbaniste français Michel Écochard, dont les travaux sont déjà bien documentés. C’est pourquoi cet article s’attache plutôt au SU en tant qu’institution, et à son évolution après l’indépendance du Maroc, comme vecteur d’émancipation et terrain d’expérimentation pour des projets d’habitat innovants et une première génération d’architectes et d’experts locaux. S’appuyant sur des sources marocaines inédites et des collections privées (correspondance, législation, dessins), ainsi que sur des entretiens avec des personnalités clés de la période post-indépendance, on met en évidence la transformation du SU, à l'origine outil colonial de pacification, en un instrument de la construction nationale du nouvel État. مصلحة التعمير بين الحقبة الاستعمارية ومشروع بناء الدولة في المغربيرتبط تاريخ التخطيط العمراني في المغرب في فترة ما بعد الحرب العالمية الثانية ارتباطًا وثيقًا بمصلحة التعمير، التي أُنشئت سنة 1947 من قبل الحماية الفرنسية. وقد تولى إدارتها في البداية المعماري والمخطط الحضري الفرنسي ميشيل إيكوشار، حيث أشرفت هذه المصلحة على مرحلة انتقالية حاسمة من أواخر الحكم الاستعماري إلى ما بعد الاستقلال. وبينما تركّز الدراسات السابقة في الغالب على مساهمات إيكوشار، فإنها كثيرًا ما تغفل عن أهمية هذه المؤسسة واستمراريتها، خصوصًا بعد مغادرته سنة 1953، حيث لعبت دورًا محوريًا في تصور المغرب المستقل بعد 1956.تنقل هذه الورقة البحثية التركيز من شخصية إيكوشار إلى مصلحة التعمير كمؤسسة، من خلال دراسة دورها منذ تأسيسها خلال فترة الحماية، مرورًا بمرحلة إيكوشار، وصولًا إلى تحوّلاتها بعد الاستقلال. وتعتبر الورقة بأن المصلحة لم تكن مجرد جهاز لتخطيط المدن، بل كانت أداة فاعلة في يد الدولة الحديثة، حيث كانت بمثابة مخطط للمدن، ومحفزاً لأنماط الإسكان المبتكرة، وأرضية لتدريب الجيل الأول من المهندسين المعماريين والخبراء المحليين. ومن خلال هذه الأدوار، أصبحت مصلحة التعمير أداة أساسية في يد الدولة المغربية لإرساء شرعيتها ضمن مشروع بناء الأمة.تعتمد هذه الدراسة على مصادر محلية غير منشورة ومحفوظات خاصة من المغرب، بالإضافة إلى مقابلات مع شخصيات رئيسية عملت في مصلحة التعمير بعد الاستقلال. كما تحلل الورقة المراسلات، والنصوص القانونية، والرسومات الأرشيفية لإلقاء الضوء على المشاريع الكبرى في التخطيط الحضري، ومبادرات الإسكان، والمنشورات الرسمية. وتُفحص هذه المواد بشكل نقدي من خلال تتبع التحوّل في دور المصلحة، من أداة استعمارية للتهدئة إلى أداة تحررية في مشروع الدولة لبناء الأمة.
