Elle permet aux Parties de connaître, de la construction au recyclage, les matières potentiellement dangereuses, établies dans l’Annexe, qui sont présentes dans la structure et l’équipement du navire. Les Parties ont la garantie que les navires autorisés à battre leur pavillon ou exploités sous leur autorité seront recyclés conformément à la Convention et aux prescriptions de l’OMI. Le contournement des mesures prévues dans la Convention est difficile, notamment du fait des contrôles par les États du port.The Hong Kong Convention for the Safe and Environmentally Sound Recycling of Ships of 15 March 2009The IMO Hong Kong Convention represents a major achievement for the international community ; this Convention establishes at global level mandatory requirements to ensure the safe and environmentally sound recycling of ships in an efficient and effective way.
