This idea has been elevated to the highest political level to promote a green development with Chinese characteristics, which may appear paradoxical given the country’s voracious resource consumption and high pollution levels. However, since the 2010s, the Chinese government has extensively utilised this concept to address the environmental and social crisis, transitioning it from the intellectual realm into actionable policies and measures. Additionally, it has served to legitimise the strengthening of central government control and the deployment of digital surveillance methods, ultimately becoming a tool for external influence.Depuis quelques années, le Parti communiste chinois (PCC) fait la promotion du concept de « civilisation écologique » comme une alternative théorique et pratique au « développement durable ». Il a été porté au plus haut niveau politique afin de promouvoir un développement vert « aux caractéristiques chinoises », ce qui peut paraître paradoxal au vu de la voracité en ressources et des niveaux de pollution que connaît le pays. Pourtant, le pouvoir chinois l’a largement instrumentalisé pour répondre à la crise environnementale et sociale à partir des années 2010, en le sortant de la sphère intellectuelle pour l’opérationnaliser dans différentes politiques et dispositifs. Il a également servi à légitimer le renforcement du contrôle du pouvoir central et le déploiement de moyens de surveillance fondés sur le numérique, jusqu’à constituer un instrument d’influence extérieure.Cairn free access
