They can be classified in two groups : the end of Empires crises, and the death of states little or not colonised. Today, between 300 and 350 millions people are concerned by this situation. As the military supremacy is powerless and the contagion risk small, the western countries have adopted a cold diplomacy, based on the evaluation of risks rather than on the defence of interests, targeted on economic aims more than political ones and with interventions limited to major questions of security and resources. The future one pole world map will thus be scattered with zones of strategic disinterest in lasting crisis.Cairn free access
