In Europe, where the carbon price is high, a new system of carbon adjustment at the border will gradually be put in place to try to neutralize the perverse effects of this incomplete pricing. But while the intention of protecting Europe from unfair competition that would be harmful to industry and the climate is welcome, the architecture that is envisaged for this system actually risks increasing the competitiveness deficit of European industry.Le « prix du carbone » est une incitation économique puissante à la décarbonation du capital économique existant et à la réorientation des flux financiers vers le développement et le déploiement des technologies « bas-carbone ». Mais un tel prix du carbone n’existe pas de manière uniforme au niveau mondial, alors que la plupart des capitaux, des biens et des services transitent facilement tout autour du globe. En Europe, où le prix du carbone est élevé, un nouveau système d’ajustement carbone à la frontière va progressivement être mis en place pour tenter de neutraliser les effets pervers de cette tarification incomplète. Mais, si l’intention de protéger l’Europe face à une concurrence déloyale qui serait néfaste à l’industrie et au climat est bienvenue, l’architecture envisagée pour ce système risque en réalité d’accroître le déficit de compétitivité de l’industrie européenne.Cairn restricted access |
