The Anthropocene era, and the acuteness of its climatic component, have led to a heightened awareness of the increasingly inseparable interweaving of its various elements. Renewing our understanding of the relationship between Nature, Man, Society and Science is a key focus of attention. In this context, we aim to contribute to strengthening the role of public policy governance for public action to adapt to climate change and support energy, ecological and social transitions. In a conceptual approach and an operational application of the decision-making, we propose an in-depth treatment of a major characteristic of climate change support: complexity. Complexity crosses a triple challenge: time (short to long term), territorial space (local and global), diversity of stakeholders in their entanglements and interconnections (public or private, researchers, associations or institutions). All of these challenges are interdependent, from the local catchment area to the global institutional territory.More specifically, we want to contribute to the research question raised by this context, namely “how can we integrate this complexity, in the most general sense, to help in the decision-making process for territorial public policies in the face of climate transition? A multidimensional model is proposed to discern and sort out the elements of this complexity, to which the decision-making process and territorial public action face to. We explicitly include the time variable. We then propose an operational mechanism for territorial public governance, integrating a strategic, anticipatory and continuous-time closed loop. This support-complexity group constitutes an innovative governance mechanism for public decision-makers, enabling them to implement and propose actions on a territorial scale. |

Le renouvellement du regard sur la relation entre la Nature, l’Homme, la Société et les Sciences est au centre de l’attention des territoires. Dans ce contexte, nous voulons contribuer au renforcement du rôle de la gouvernance des politiques publiques dans l’action publique d’adaptation au changement climatique, d’accompagnement des transitions, énergétique, écologique et sociale. Dans une démarche conceptuelle et une déclinaison opérationnelle de la fabrique de la décision, nous proposons de traiter de manière approfondie une caractéristique majeure de l’accompagnement au changement climatique : la complexité. Il s’agit d’une complexité qui croise un triple défi : celui du temps (court à long terme), de l’espace territorial (local et global), des acteurs divers dans leurs intrications et leurs interconnexions (publics ou privés, chercheurs, associatifs ou institutionnels). L’ensemble de ces défis se place dans des interdépendances pouvant aller du bassin de vie au territoire institutionnel global. Plus précisément nous voulons contribuer à la question de recherche soulevée par ce contexte, à savoir « comment intégrer cette complexité, au sens le plus général possible, pour l’aide à la fabrique de la décision en matière de politiques publiques territoriales, face à la transition climatique ? ». Une modélisation multidimensionnelle est proposée pour discerner et sérier les éléments de cette complexité à laquelle sont confrontés la fabrique de la décision et l’agir public territorial. Nous lui associons explicitement la variable temps. Nous proposons ensuite un dispositif opérationnel de gouvernance publique territoriale, intégrant un schéma stratégique, anticipatif et bouclé en temps continu. Ce groupe d’appui-complexité constitue un dispositif innovant de gouvernance du décideur public pour la mise en œuvre et les propositions d’actions à l’échelle territoriale.Cairn restricted access |
