Cet article évoque la rencontre entre intelligence territoriale et développement durable sous l’angle de l’étude de la contribution, ou pas, des TIC (site internet, réseaux sociaux, etc) à la mise en œuvre de la concertation requise des publics profanes dans les programmes de développement durable. Notre recherche s’inscrit dans le cadre d’un contrat doctoral avec la région Paca (Provence Alpes Côte d’Azur) et se préoccupe d’évaluer comment les Tic participent de la concertation que les collectivités doivent mettre en place dans le cadre d’un projet de développement durable.The territorial intelligence paradigmatic approach, its connected assumptions, have mentioned and pointed out its potential ability to organize mediation between actors, in view of setting up their networks, collect their knowledge and expertise that they hold to form what we have referred to as formal territorial capital. In the same spirit, the territorial intelligence through a model based on complexity could show how the ICTs contribute. Our research, part a regional doctoral scholarship (Paca region, south France) tend to discuss and unveil how integration, or not, of ICTs by all territorial levels, and their dissemination into social uses, represents a real opportunity of interaction among all territorial actors We have to stress that internet web sites of territorial communities surveyed have a low-visibility, weak readability and do themselves at a low level on about using, practicing the social uses of ICTs.Cairn free access |
