Yet, new opportunities for analysis emerge when we shift the focus to the allied and satellite states of Nazi Germany involved in the genocidal process. This article explores the case of Marshal Ion Antonescu’s Romania, which agreed to rescue its Jews when the Axis defeat became increasingly likely. However, the ICRC, rather than taking advantage of the positive circumstances in Romania, proved extremely embarrassed by the opportunity: not only did it fail to do everything possible to help the Jewish population, but the organization’s leaders often hindered and limited the action of its delegates in the field. The complex dynamics between the ICRC’s headquarters and its field actors underscore the challenges faced by the organization during World War II and add weight to the criticism directed at the organization since then.Cairn restricted access
