Zusammenfassung:After the liberation of the Grand-Duchy of Luxembourg from Nazi occupation in 1944, the government directed its efforts towards the reconstruction of the country. Several agencies were created to respond to the challenges of the immediate post-war period. Faced with significant changes in ownership structures, due to persecutions and displacements organized by the occupiers, public authorities invested resources in the recovery and restitution of cultural assets. This article analyzes these efforts, with a focus on works of art, covering the period from 1944 to the early 1950s. This study aims to shed light on recovery and restitution processes, to identify the stakeholders, and to analyze their attitudes and choices, which impacted the extent of the recovery and restitution attempts. While institutional logics certainly influenced these policies, choices also stemmed from value assessments of art objects by curators, civil servants, and political decision makers. Two agencies will be considered in particular: the Office des séquestres, created in 1944, and the Office de récuperation économique luxembourgeois (OREL), instituted in 1945. While relying on source material mostly containing exchanges between individual actors implicated in recovery and restitution attempts, the article posits that these efforts were organized by the elites and mostly benefited either the elites or the Luxembourgish state (led by the elites).
