However, the sanctioning decree also contained an explicit rejection of anti-Semitism. This was the first time a declaration of this kind had appeared in an official act of the Holy See. The way that the Catholic press spread this news also clearly shows that this ban was only meant to distinguish between a licit anti-Semitism that encouraged civil discrimination against Jews and an illicit anti-Semitism that resorted to violent measures. It is precisely this interpretation of the document that surfaced again in 1938 when the Fascist regime passed the racial laws. It thus became the grounds on which different Catholic groups founded their support for these measures.Cairn free access
