For the first time in the History of (in)Humanity, civilians were massively and forcibly herded behind barbed wire by militiamen.Appointed governor and military chief commander of the Island, general Weyler (1838-1930) organized a strategy based on two interdependent concepts, the trochas and the reconcentración. The first consisted in dividing the Island into sectors in order to create zones where the enemy would be systematically eliminated. The second was aimed directly at the civilian population and consisted in rounding them up and containing them in towns, villages and hamlets in order to avoid any contact with rebel groups fighting for Cuba’s independence and with people who could convey information, medicine and food supplies, and even fighters. This article also deals with the survival techniques developed by civilians who faced promiscuity, starvation and diseases that killed off part of the population. The testimony of survivors is considered as well as the turmoil within the social structure in various social classes. The study of dates and places where reconcentración decrees were applied enable us to understand the establishment and the functioning of reconcentración.The loss of a fifth of the population and the disappearance of the national capital was to definitely determine the future of the Island and allow for the setup of its colonial status, the implantation of foreign US capital and an immigration policy giving preference to Whites.Cairn free access
