The most significant reform at the political level was the introduction of the conscription by the Ordinance of January 10th, 1873.The new conscript army was used at first to repress internal revolts. The conscripts showed, in front of brave but under armed Samurai, a fighting spirit and a courage that silenced definitively the objections on the reliability of the conscription. At the same time, the Meiji government strove to remove the most striking abuses of the conscription system. With further laws in 1878 and 1882, the army was sheltered from political instability and given an ideological and psychological armature that prepared it for wars of conquest.Cairn restricted access
