The author delves into the sparse source material to scrutinize the background of its creation. The need to fulfill is basically the same as in France, but more complex : a specific award to honour devotion to military duties, not only acts of gallantry, but also a long time in the frontline or wounds. It is predated by the Civic Cross, a civilian order, because the implementation of the Croix de Guerre is very slow, due to difficulties between King Albert and his war minister, the limited financial means of the Belgian government and the time needed to mature the design. Differences with the French Croix de Guerre are minor, not only in aesthetics ; there are no equivalent to the palms and stars for underlining the Mentions in dispatches until the war’s end.
