The market, named EcoGrid, has been designed to facilitate short-term price-responsive electricity consumption. By following the market construction process undertaken by scientists at the Technical University of Denmark, this article shows how engineers have approached the task by designing markets as technical control systems. It is demonstrated that EcoGrid has been designed by modeling a retail electricity market on three different conceptions of control systems as found in the discipline of control systems engineering. By tracing the origins of EcoGrid, this article documents the governing of electricity consumers through what we here call a synthetic market, i.e. a market artifact devised to attain goals. These findings about expertise in electricity market design are then used as a springboard to discuss the implications of introducing markets as a means of governance. El fin de una mayor descarbonización del sistema de energía y una mejor integración de la energía eólica en la matriz energética, se ha perseguido recientemente mediante la introducción de un nuevo tipo de mercado de electricidad. Este mercado, llamado EcoGrid, ha sido diseñado para facilitar un consumo eléctrico cuyos precios se ajusten a corto plazo. Al seguir el proceso de construcción de este mercado, emprendido por científicos de la Universidad Técnica de Dinamarca, este artículo muestra cómo los ingenieros abordaron la tarea diseñando mercados como si fueran sistemas de control técnico. El artículo demuestra que el diseño de EcoGrid se basó en tres distintos conceptos de la ingeniería de los sistemas de control. Al reconstruir los orígenes de EcoGrid, este artículo documenta el gobierno de los consumidores de electricidad a través de los que aquí hemos llamado un mercado sintético, i.e. un mercado-herramienta diseñado para lograr objetivos específicos. Los resultados sobre el tipo de conocimiento experto utilizado en el diseño de mercados de electricidad son utilizados finalmente como punto de partida para discutir las consecuencias del hecho de que mercados sean introducidos como medios de gobierno. Die Entkohlung des Energiesystems durch die Einführung von Windkraftwerken führte kürzlich zur Schaffung eines neuen Endkundenstrommarkts. Dieser sog. EcoGrid-Markt wurde so organisiert, dass er einen kurzfristig preisreaktiven Verbrauch erleichtert. In diesem Artikel zeigen wir anhand des von Wissenschaftlern der Technischen Universität Dänemark eingeführten Verfahrens, wie Ingenieure die Aufgabe durch ein Marktkonzept als technisches Kontrollsystem aufgenommen haben. Wir verdeutlichen, dass EcoGrid durch das Modellieren eines Endkundenstrommarkts in drei verschiedenen Kontrollsystemkonzepten organisiert wurde, wie sie in der Disziplin des Engineering von Kontrollsystemen vorliegen. Über den Anfang von EcoGrid dokumentiert der Artikel die Steuerung von Elektrizitätsverbrauchern über einen von uns so genannten synthetischen Markt, d.h. einen künstlichen zur Zielerreichung entwickelten Markt. Diese Ergebnisse zur Expertise in der Elektrizitätsmarkterstellung werden dann als Ausgangspunkt zur Diskussion über die Auswirkungen von Märkten als Steuerungsmittel genutzt.Cairn free access
