Comparatively, the Carter administration expressed less concern. Although it had no sympathy for the Communist Party, the Carter team viewed the rise of a French social-democracy favorably.La montée en puissance de l’Union de la gauche dans les années 70 suscita la méfiance de la part des administrations Ford et Carter, bien qu’à des degrés divers. Deux facteurs, l’un idéologique, l’autre contextuel, contribuèrent à exacerber la perception du danger et l’hostilité de l’exécutif républicain à l’égard de l’Union de la gauche qui risquait de faire entrer les communistes au gouvernement. En comparaison, l’administration Carter fit montre d’une relative sérénité. Si l’équipe Carter n’avait aucune sympathie pour le PCF, il en était autrement des socialistes avec qui les démocrates, contrairement à leurs prédécesseurs, nourrissaient des affinités politiques.
