Without it, the very concept of the welfare state could not succeed: how can we protect individuals and society without first looking after their health, from birth and during early childhood? Although the PMI programme, launched in 1945, was the first step towards this kind of protection, which has now become the norm, its origins date back to the very beginnings of the Third Republic, when various social, political and cultural forces led to joint initiatives by the State and the private sector, at the very time when the protection of children, underage girls and women in industry was being developed. In this respect, childcare was a major driver of the cultural integration of a social protection system that sought to preserve the nation’s ’human capital’ ’from the cradle to the grave’ by the French population. It underlines the intrinsic limits of insurance and assistance: they can only reduce shared risks if they are supported and given meaning by public policies, such as health education, and by people working to link efforts by the private and public sectors (’mixed economy of welfare’).Cette contribution ajoute une dimension particulière au panorama français des cultures de la protection sociale, sans doute plus discrète – car intériorisée en France – mais frappante aux yeux d’un observateur américain : la santé maternelle et infantile. Cairn free access |
