The weakness of the universal welfare model is thus that its redistributional effects are counter-intuitive. The argument of the article is supported by the development of universalism in the Danish welfare state during the last decades. Moves away from universalism have mostly been taken by Social Democratic governments, and moves towards universalism have mostly been taken by right-wing governments.Cairn free access
