Serving as intermediaries between governmental authorities, producers, and operators, they coordinate and fund waste management programs, thus shifting the burden of waste responsibility onto producers. This denotes a substantial structural transformation, replacing the former model reliant on public funds and municipal responsibility with a privately funded system engaging a broad spectrum of stakeholders.
