France is particularly generous in this area, with subsidies and tax credits like the CIR designed to encourage business R&D spending. However, assessing their effectiveness remains complex, and although support positively affects R&D spending, its impact on innovation remains uncertain. What is more, despite the cost of these policies, France is struggling to meet European targets for R&D spending, partly because of the structure of its business fabric. Government intervention, therefore, needs to be revamped to boost innovation.
