Summary:Despite the many public support schemes for innovation, obstacles persist: appropriation of knowledge, uncertainty about future profits and sensitivity to economic cycles. France is particularly generous in this area, with subsidies and tax credits like the CIR designed to encourage business R&D spending. However, assessing their effectiveness remains complex, and although support positively affects R&D spending, its impact on innovation remains uncertain. What is more, despite the cost of these policies, France is struggling to meet European targets for R&D spending, partly because of the structure of its business fabric. Government intervention, therefore, needs to be revamped to boost innovation.
