Its basin covers an area of 300 000 km2 and is unequally shared between four riverine countries: Guinea (9 %), Mali (46 %), Mauritania (23 %) and Senegal (22%)Since the beginning of the 19th century successive schemes for the development of the Senegal basin have been elaborated but it is only in the 1960s after the independence of the riverine countries that action really started.The OMVS (Organisation pour la mise en valeur du fleuve Sénégal) created in 1972 set up an ambitious programme for the development of the river basin and planned the construction of two dams (one to prevent the salt from infiltrating the river’s flow and the other one to produce hydro-electric energy) which were supposed to enhance navigation and irrigated cultivation as well as produce energy.Though the dams were built, the programme is still to be completed due to some disfunction in the OMVS scheme : in particular, it is noticeable that the water flow is not sufficient to implement the three aims : energy, irrigation and navigation and so contradictions need to be smoothed out before a rationalized development of the river basin can be properly put in place.Cairn restricted access
