Son véritable sens est plus politique que juridique : celui d’un appel à une Europe indépendante. Celle-ci passe par une mutation en profondeur du projet européen, le Vieux Continent devant désormais s’assumer comme une communauté géopolitique particulière et non comme l’ébauche d’une république universelle.
