Ill-defined and ill-posed, these problems constitute growing and structural difficulties in the development and implementation of public policies. Drawing on the thinking of Edgar Morin, we propose an approach grounded in general complexity and the need to combine continuous time and transdisciplinarity. This line of inquiry raises the following question: Should public management reinvent itself to better respond to these challenges? This conceptual research, drawing on current NPM and post-NPM paradigms, paves the way for a hypermodern—rather than post-modern—form of governance, one that enables public decision-makers to integrate the challenges of complexity into their decision-making processes. Three contexts illustrate the relevance of this theoretical framework. Cairn free access
