The power dynamics in these negotiations are shaped by local circumstances, the harmonization of national and European policies, and the approaches taken to tackle the interconnected socioeconomic and environmental issues.Cet article examine les enjeux du partage de l’eau en Espagne en se concentrant sur l’aménagement hydraulique du transfert Tage-Segura, dans un contexte marqué par des défis écologiques et climatiques croissants qui remettent en question le modèle hydro-socio-économique traditionnel. Il met en évidence les différentes représentations géopolitiques autour de la pénurie d’eau et l’évolution des rivalités de pouvoirs politiques et territoriaux entre le besoin de soutenir l’agriculture intensive et les impératifs de conservation des écosystèmes. Ces enjeux sont exacerbés par la montée en puissance des élites et des lobbies régionaux, les sécheresses récurrentes et l’application des directives européennes favorisant une gestion plus durable des ressources.
