He goes on to describe their protection, privileges and immunities, their international responsibility and their circumstances of loss of office and exile. Paying specific attention to heads of governments and foreign ministers, Arthur Watts presents their internal legal position and their position with respect to international law. Arthur Watts devotes the last chapter of his course to the legal value of statements made by Heads of States and heads of governments. | ||
