520 |a This book traces the history of industrial conflict and worker organization in France from the July Monarchy until the events of May 1968. It is the result of an analysis of over 100,000 strikes with a particular focus on some 38,000 strikes between 1890 and 1935. The authors find that strikes have become a political weapon in the hands of the French workers, waged primarily to acquire power at the center of the nation-state. The political nature of the strike is illuminated with information about the timing of strike waves at moments of national political crisis and with data on government intervention in labor-management negotiations. The authors call into question several alternative explanations of strikes, both in France and in general. In a section on territorial variation they challenge the 'Kerr-Siegel isolation hypothesis' and emphasize instead the role of urban life in stimulating conflict. In a wide variety of statistical analyses they question interpretations of the strike as the result of frustration, deprivation or breakdown, and argue rather that stability and organization are important prerequisites of conflict. In a section relating strikes to the movement of wages and profits they refine some standard notions about industrial conflict and the business cycle. The book pays special attention to differences in strikes among occupational groups, explaining essential changes in conflict in France as the result of such changes in industrial structure as the shift from artisanal work to mass production. The authors raise, however, the possibility that since the Second World War new patterns of strike activity have been emerging within the 'science sector' of industry. International comparisons permit the authors to show how different patterns of worker political involvement have led, especially since World War II, to differences in the structure of strikes from one country to another. Although the book's approach is highly quantitative, relying on statistical techniques up to the level of 'path analysis,' the authors do place strikes within the context of French life and history, and describe the organization of industry and power in France, rather than 'Gallic culture' as the shaping force of the character of social conflict in France. Strikes in France is both the first general history of the French strike movement, and the first detailed, long-range systematic attempt for any country to explain how large-scale social and political change have transformed industrial disputes.
